The Government of Azerbaijan has received financing from the World Bank
toward the cost of the Azerbaijan Highway II Project, and intends to apply part
of the proceeds for consultant services. The services include the preparation
of Azerbaijan Expropriation Law.
The objective of current consultancy assignment is to prepare the draft of
Azerbaijan Expropriation Law, which would be consistent with modern European
practice and at the same time will observe the legal tradition in Azerbaijan.
The draft Expropriation Law prepared by Consultant should cover all issues
related to the set up and execution of land and property expropriation process
in Azerbaijan.
The structure of the proposed Expropriation Law should include at least the
following chapters:
1. General provisions
2. Public Needs
3. Private Property
4. Public Awareness
5. Expropriation Decision
6. Valuation
7. Court
8. Expropriation Procedure
9. New Ownership Registration
10. Compensation
11. Resettlement, etc.
The “Azerroadserive” OJC of the Ministry of Transport now invites two eligible
individual consultants (one International and one Local) to indicate their
interest in providing these services.
The work is expected to be 90 days long for the international consultant and
150 days for the local consultant and is estimated to start on 28 May 2007.

Interested consultants must provide information indicating that they are
qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate
skills among staff, etc.).
A consultant will be selected in accordance with the procedures set out in the
World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers, 2004.
Interested consultants may obtain further information at the address below
during office hours from 1000 to 1700 hours (local time).
Expressions of Interest must be submitted electronically to the address below
not later than 21 May 2007.

Assignment Description:
Background
1. The World Report on Road Traffic Injury Prevention—jointly issued by the
World Health Organization and the World Bank in 2004—found that road deaths and
injuries are a growing public health, social and economic development problem
in low and middle income countries. Between 2000 and 2020, road traffic
fatalities in low and middle-income countries are expected to increase by more
than 80%. By 2020, road injuries and fatalities are projected to be the third
highest contributor to global disease and injury.
2. With the growth in motorization, road crashes have become an increasing
issue in Bulgaria.
Since 1970, in
Western Europe, there has been a substantial reduction in traffic crashes, but
not so in Bulgaria or in Eastern Europe. The annual number of persons killed in
traffic per 100,000 inhabitants in Bulgaria
is slightly lower than the average of countries in Eastern Europe but is twice
higher than Western Europe’s average. Road
safety is high on the Government’s agenda, and the Government has prepared and
adopted in 2006 the “National Strategy on Improving Road Traffic Safety in Bulgaria for
the Period 2007-2010”.
3. Operational guidance for implementing the findings of the World Report on
Road Traffic Injury Prevention is contained in World Bank Transport Note No.
TN-1, which recommends that before preparing a safety investment strategy and
plan, it is important to conduct a quick and systematic review of national
safety management capacity along three dimensions – the focus on results,
safety interventions, and implementation arrangements.
The specific objectives of the assignment
4. The proposed study will undertake a Review of Road Safety Management
Capacity in Bulgaria,
in accordance with the revised guidelines and the checklist set out in World
Bank Transport Note TN-1. The consultant will develop a consensus with the
Government to identify measures to overcome revealed capacity weaknesses, and
prepare a long-term plan for achieving specific road safety results in the form
of a qualitative safety investment strategy and short-term action plan.
Funding Source: The World Bank intends to finance the
assignment/services described below under a Trust Fund from the Global Road
Safety Facility.
Eligibility: There are no eligibility restrictions on the nationality of
prospective applicants.
Individual/Firm Profile: The consultant will be a firm or consortium.
The Bank seeks expressions of interest from suitably qualified firms with
substantial high-level road safety management experience, international and
developing country experience and excellent communications skills. Substantial
experience with the design, implementation and management of national road
safety strategies, at senior agency and ministerial levels, will be desirable.
It is envisaged that the work would begin in September 2007, with all
activities under this project being completed by the end of October 2007.

providing the services. Interested consultants must provide information

Following this invitation for Expression of Interest, a shortlist of qualified
firms will be formally invited to submit proposals. Shortlisting and selection
will be subject to the availability of funding.
Relevant Qualifications:
1. Interested consultants should provide information showing that they are
qualified in the field of assignment, including, but not limited to: (a)
High-level road safety management experience, (b) Experience with design and
implementation of road safety strategies, and (c) International and regional
country experience in road safety.
2. Interested consultants should provide information on the technical and
managerial capabilities of the firm.
3. Interested consultants should provide information on their core business and
years in business.
4. Interested consultants should provide information on the qualifications of
key staff.
